The Mission 

Valero Energy Corporation is an international manufacturer and marketer of transportation fuels and petrochemical products.

The Challenge

Valero subsidiary Diamond Alternative Energy and partner Darling Ingredients Inc. sought to expand production capacity at their joint venture Diamond Green Diesel Refinery in Norco. The expansion would allow the companies to meet growing demand for renewable diesel manufactured with sustainable natural ingredients from edible and inedible bionutrients such as animal fats, used cooking oil and inedible corn oil.

The Opportunity

Louisiana offered Diamond Green Diesel a competitive incentive package that included:

Recruitment and training support from Louisiana’s workforce development program, LED FastStart, which is nationally recognized for its cutting-edge customized training techniques.

Qualified 80-percent property tax abatement for up to 10 years through the state’s Industrial Tax Exemption Program, contingent on meeting job creation and payroll commitments.

Up to a 6 percent rebate on annual payroll expenses for up to 10 years, and a 1.5 percent project facility expense rebate for qualifying expenses, through the state’s Quality Jobs program.

Noteworthy

  • In a separate Norco project announced at the same time as the Diamond Green Diesel expansion, Valero announced a $400 million expansion of the alkylation unit at the Valero St. Charles Refinery. That project allowed the company to retain 547 positions and create five new permanent contractor jobs. LED estimated the two projects combined would result in 72 indirect jobs in the Southeast Region.
